[X3D-Public] X3D v3.3 specification changes wiki

We have started a wiki to collect details for all of the planned changes
for the forthcoming X3D v3.3 specification

The wiki is a helpful way to allow real-time modifications, improvements
and discussions during our working group meetings.  It also permits a number
of people to work simultaneously on the pages.  Email is great for discussion
but sometimes difficult to track, so the wiki helps us summarize clearly
in one location.

We will also continue to use the Mantis bug tracker to ensure that each
specification bug that is posted gets carefully considered and resolved.
