Yes for Cosmo vrml1tovrml2 check in 

"C:\Program
Files\CosmoSoftware\VRML1-TO-VRML2\vrml1to2.exe"


Also, there is freeware called Crossroads written by 
Keith Rule 1995-1998. It can open various formats
including 
vrml 1 and save in even more formats including vrml 2.
>From there it might be easier to convert to X3D.

I have attached it to this email but it probably will not 
make the list. If anyone else wants it just send email
with the subject line Crossroads.
