Yesterday afternoon I sat in a group meeting for an international project
where a local copy (non-internet connected) of a terrain database is
required, as well as a viewer that can load and view non-internet resident
tiles plus draw elements on top of the rendered terrain.

And, use the terrain database for line of sight/path loss calculations.

Hmmm...
