Yes, there probably needs to be an option to use the motion sensors or not.

In the spec. the Navigation modes are defined qualitatively, in terms of
behavior. Could the same way of definition not be used for tank mode ? It
may not be necessary to specify how or how many devices are used.

Exactly. Turntable constrains orientation to stay upright at all times.
