[x3d-public] Add globalGeoOrigin field to GeoTransform for v.4.0

Last summer we discussed and agreed on the option to add a globalGeoOrigin
Boolean field to GeoTransform on the geospatial list:

(needs geospatial credentials)

It has two main use cases:

- makes it unnecessary to have to provide repeatedly the same GeoOrigin
field to all GeoNodes. This also allows for a graceful transition to when
GeoOrigin will be not allowed anymore.
- allows use of GeoOrigin for (binary) non GeoNodes which have geocentric
coordinates.

I propose to add such a globalGeoOrigin field to GeoTransform for v.4.0 and
can provide language.
