[x3d-public] ProtoDeclarations via SAI ?

And also the idea the the scene has some certain services, like the 
stepwise processing of events.
Things happen in a sequence to create the next frame.
For instance, does this scene interface work with/ontopof/underneath 
the html DOM use the idea of timestamps to automate and synchronize 
event processing?
Does it recognize event loops, fanin fanout, initialize only, input 
only?
Just the common services that an author might expect from X3D.
