[x3d-public] json encoding

It appears the main change is for UTF-8 encoding only.   Someone else can review as well though.

There is  a new rfc for json

obsoleting Crockford (2014)

The changes are minor but I do not know what they are. Perhaps still
interesting to the X3D json encoding.
