This is a SourceForge bug. Their SVN is currently refusing
connections. It affects other projects too (at least castle-engine SVN
has the same issue; fortunately our master repo is now on GitHub).

I submitted a ticket to SF on
https://sourceforge.net/p/forge/site-support/14516/ about this.
