[x3d-public] orthoviewpoint fov

The OrthoViewpoint was also addressed last week during the CAD WG call. 
Vince would need to make the determination of the notes can be released. 
(I think so, but he is the Chair.)  I haven't read through all of your 
fiddle, but it seems to be along the lines identified by the WG.
