No. glTF is a file format, not a run-time. X3D can do things that glTF
cannot. That said glTF also has capabilities that are not in X3D, most
notably, physically based rendering.
In general, it is very useful to think of glTF as a model file format,
much like JPEG (technically JFIF) is an image file format. The major
differences are glTF capabilities are greater than just a model format
(supports lights, cameras, etc.) and the format is not designed as an
archive format.
