[x3d-public] Relative URLs and EXTENRPROTO

Since x_ite has good externproto support as well, I added tests (see
https://github.com/michaliskambi/x3d-tests/issues/1). It turns out x_ite
behaves the same way as view3dscene and instantplayer.
