[x3d-public] X3D Validator now supports X3D version 4

Thanks to Terry Norbraten we have this running on a trusted server within NPS using very latest Java OpenJDK and Tomcat.

Update deployed today using Java OpenJDK 14.0.2 and latest Tomcat 9 servlet architecture.
