In x3d things that are static are defined by geometry and things that are not static are described by animation routines such an interpolators so the x3d document describes both the static and dynamic states exactly to any reasonable time slice.

The OWL-Time ontology could be used to represent fluents - temporal properties, which change over time and have different values at particular point or within particular intervals. The representation of linked objects by time slices with time points and intervals enables reasoning and queries.
