[x3d-public] GitHub issue tracker, JS accessor methods for X3DUOM

Leonard already replied stating that emails should not go to x3d-public.

Here is an email from 2 years ago.  I guess I’m on a 2 year cycle.

This should be a group decision to start using an issue tracker.   GitHub
is fairly free form, like email.
