[x3d-public] Disable information note when CADPart has no CADAssembly parent ?

Thanks Vince for showing use case of single CADPart in a model last Friday.

At the moment there is an information note when CADPart has no CADAssembly parent.

Have isolated block in X3DSchematron rules.  Have added a property for whether this notification is provided, but that is not easily modified outside of development environment.

Do you want this notification disabled by default?  Since CADPart might commonly be in a file, even an info note seems overzealous.  Seems appropriate to turn this off by default.  This is all consistent with resolution of Mantis 983.

Do you want to give authors an option to show this?  This might be a useful diagnostic in some large CAD model cases, detecting whether or not a floating CADPart is provided.  If so, I will work to make enabling this notification a tool-selectable option in X3DTidy.
