Yeah, I wasn't quite happy with my wording.  Yours is more refined.
Excellent!

I might change to:

*Hint:* one comma character is allowed as part of whitespace between
individual SFBool values in the list.

I can't make up my mind.

I don't know of any downsides, we'll have to check with people consuming
and producing the various encodings.
