Onshape ( https://www.onshape.com/ <https://www.onshape.com/> ) is an online browser-based CAD system that does offer a free tier.
It supports 2D drawings with the capabilities mentioned, see https://learn.onshape.com/courses/introduction-to-2d-drawings <https://learn.onshape.com/courses/introduction-to-2d-drawings>
OnShape does not export directly to X3D or to VRML97 . Several of the supported export formats, see
https://cad.onshape.com/help/Content/translation.htm <https://cad.onshape.com/help/Content/translation.htm>
offer a pathway to creating X3D scenes from content developed on OnShape:
-- OnShape offers glTF export, so a product developed in OnShape can be exported from OnShape as a digital asset glTF file, and loaded directly into those browsers, including X3DOM, X_ITE, and view3dscene, that support this capability now defined in X3D V4 . This is shortest path to X3D, for those who just want to show a visualization of a product developed in Onshape, in X3D.
-- OnShape offers export in OBJ and STL formats, so the geometry can be directly converted into X3D geometry nodes by several methods, including the capabilities of Castle Game Engine/view3dscene
-- OnShape offers STEP export, so both the geometry and assembly information developed in OnShape can be used to create an X3D scene.
