[x3d-public] Suggestion for future standards, 4.1 and beyond

Add a little button/icon that allow you to copy a link to a section of the
standard…for use on phones.  I know links (not necessarily a problem with
the standard) are kind of haywire on Chrome on iOS right now.   I can’t
seem to be able to copy the link in the TOC properly.  Once I’ve identified
a section, there should be a copy link right there, no need to go back to
TOC.
