[Source] Filter Tests

I've started a junit filter testing directory.  This directory will 
regression test the filter chain.  There are a fair bit of tests in the 
parsetest/filter directory that we'll utilize to test each filter.  We 
are now processing thousands of models a day with this filter chain and 
want to insure checkins don't break existing models.

When developing new filters I'd ask that you create at least one test to 
verify it works.
