The work on re-enabling ImageTexture export along with optional copying of the image data to the file system has been pull-requested into the extensions/io_scene_x3d  <https://projects.blender.org/extensions/io_scene_x3d>project. Should soon be released as an Extensions Platform update, at version > 2.4.3
A comment <https://projects.blender.org/extensions/io_scene_x3d/issues/34#issuecomment-1358487> to issue X3D Export: Add support for basic material node setups <https://projects.blender.org/extensions/io_scene_x3d/issues/34> is proposing a fix to the QGIS → glTF → Blender → X3D workflow
