glTF does not have a specification of environment lights. This is out of 
scope of the current glTF definitions because it makes the model 
non-reusable as it specifies lighting conditions for a particular point 
in space. It is also necessary to use HDR images to achieve high-quality 
lighting of the model and get proper light interactions.

Khronos anticipates that the Interactivity specification will be in 
Release Candidate state by the end of (Northern Hemisphere) Summer. 
Release Candidate is the final state before ratification review begins. 
It is used to indicate to the community that the WG believes that the 
specification for that extension is stable and will not change. It is 
used to allow implementers to start work against a fixed specification 
and time for the WG to ensure all requirements are met to enter 
ratification. Ratification takes a minimum of 6 weeks and concludes with 
the Khronos Board approving the specification.
