Haven't looked at it. Am currently upgrading existing XSLT stylesheets from XSLT 1.1 to 2.0 via saxon9he.jar testing. (Have found some small improvements in type/array handling, syntax cleanups mostly complete.)
Looks like XSLT 3.0 is a recent Candidate Recommendation (CR), meaning that they are looking for comments and implementation feedback with small design changes still possible if needed.
