[x3d-public] improved definitions for metadata

After a bit more study, I see that every X3DNode has metadata, so it makes
sense that inheritees do too.

Yeah, I’m not in the loop.  I guess going for generality is a good plan and
Metadata* should not inherit from MetadataSet unless MetadataSet has a
/children/ field and not a /value/ field.  Making all the Metadata* nodes
uniform is the best plan.

It’s kind of confusing why MetadataSet has both a /metadata/ field and a
/value/ field.   Please explain rationale or guidance as to why /value/ is
provided.
