[x3d-public] HAnim layout problem

The attached file needed to replace the previous versions in two 
separate distributions

 1. https://www.web3d.org/documents/specifications/19774-1/V2.0/Architecture/concepts.html
 2. https://www.web3d.org/documents/specifications/19774/V2.0/Architecture/concepts.html

as there are two separate copies of the specification accessible as a 
part of the whole (#1) and a separate part (#2).

This has been documented in (only available to members): 
https://www.web3d.org/forums/website-update-log/update-spec-file


Note that there are differences between the two versions of the same 
file besides the strict change of table replacement. It is up to the 
HAnim WG to determine if those changes are significant.
