[x3d-public] [x3d] X3D working group meeting: charter review for 2024

Suggestion: clarify end to end process, from CALL FOR NEW FEATURES for the
next spec version, how the submissions are filtered / up / down-voted, the
iterative process of refinement.
For example someone might have a node proposal. Do they wait for a CALL
FOR NEW FEATURES, or do they submit it somewhere, to whom and where, and
what email address to they send the proposal to? What implicit rules and
standards are applied to evaluate/score such as structural improvement to
the node hierarchy, adding features not found anywhere in x3d, convenience
node/feature for things already in (which could be done by Proto). How are
other browser developers contacted and asked for feedback on
implementability on their platform, usefulness to their market, suggestions
for improvement, and up/down votes? Where does the proposed node definition
go, and how is it marked so as to indicate its development state (number of
browsers implementing something like it, variations, passing various
scores, etc),
