[x3d-public] Proposal for New Fields for ParticleSystem

Since the *colorKey* and *scaleKey* arrays represent time in seconds, here
are some careful refinements:

   1. each field should be MFTime, not MFFloat; can we change them?
      -

      # Editors note: type MFTime instead?

      2. Sentences noting "monotonically increasing" have been added to
   each definition
      - Individual time values in the *colorKey* array shall be
      monotonically increasing.
      - Individual time values in the *scaleKey* array shall be
      monotonically increasing.
