[x3d-public] X3D Specifications ready for review: XML, ClassicVRML, and Compressed Binary Encodings

Schemas now have a reference to the Web3D license, instead of
including them directly.

Any schema you generate with the Python code previously mentioned will also
have the license.

Here are the JSON Schemas for 3.0 through 4.0.  the debug version are
pre-json formatting.
