[x3d-public] MCCF Version 2 Release Announcement

Version 2 of the MCcF is complete and released on GitHub.  The following 
release notes describe what has been added.  The math is considerably 
more sophisticated.  The XML support is rich providing more 
configurability.  Cultivar agents are uploaded from XML.  Arcs can be 
exported. This is a better more extensible design.

Next we begin the specification for Version 3.  There is some 
information in this release note.
