This interesting in what it reveals about a systemic failure of LLMs and 
what that implies for multi agent systems and global governance.  It’s a 
long chat, not a formal paper, but the math is there.  The framework is 
being incorporated into MCCF v3.  The implications are a research paper 
candidate for an aspiring academic.
