[x3d-public] Mantis issue, ProtoInstance USE/name

I think those are safe assumptions.

In any case, working on implementations now will prove/disprove whether, similar to other X3D nodes, a ProtoInstance USE can indeed work without a @name field across all X3D file encodings and language bindings.
