Don,
Please consider how these default values were accumulated evaluated and finally used by hanim as a proof of the model.
Over may years and several still active standards organizations, we have been measuring people.
The model we now are using is a male, probably American and European model were used, and we picked some typical figures.
We need a female reference also.
Also please onsider that the character is intended for use with other characters in a virtual environement probably modelled on a human environment so why not use human scal values for skeleton and ski?
In long run everything works much better that way.
And if our spec model is mostly natural dimensions, it makes it easier for anyone to adapt it to themselves, or another similar human.

Thanks,
Joe
