[x3d-public] X3D working group minutes 12 JUL 2019: X3Dv4 progress review: spec update

Dick and I met today to again work on X3Dv4 specification in github.

The X3Dv4 Implementations page maintains current status.  We have integrated all prose available.

Attached please find the current Table of Contents.  Box score: 10 components changing/added, 1 component being deleted/deprecated.

Future topic: whether to deprecate or simply delete Layout component.  For a major X3D version change, deletion seems most appropriate.

Last-minute contributions prior to the conference will be appreciated prior to our next call planned for this Wednesday afternoon.

Draft zip is updated in github, Friday we will review whether it is indeed ready for public release.

All inputs remain welcome.  Having fun with X3Dv4!  8)
