[x3d-public] drafty annex for HTML Guidelines, feedback requested

I think that X3D versus X3DCanvas tags may be important to choose browser
vendors.  Suggestion, provide a way for an author to choose a browser for
each canvas (in the X3D element)--have a registration of browsers?  Not
sure what else at this time.

Currently X3DOM traverses over X_ITE canvases.   X_ITE probably does not
process X3D tags without outer X3DCanvas tag.
