[x3d-public] Annex L HTML authoring guidelines for X3D4

Am happy to report that we have a new annex in the X3D4 draft specification describing HTML authoring guidelines for X3D4.

As discussed in past meetings and Web3D 2020 Conference sessions, integration of X3D with HTML5 offers many opportunities for User Experience (UX) activity, both on user-facing client side and also on remote server side (with many data-computation-network-cloud assets available).  Further attention to establishing 2D/3D user accessibility can also occur.

As the annex indicates, these are not strict implementation constraints but rather detailed guidelines designed for encouraging continued innovation and adaptation.
