[x3d-public] URL vs. URN vs. URI (RFC 3986, RFC 8820)

I’m all for dropping url (you are el) and replacing them with uri.   Url
sounds like you’re proclaiming a god (el).   I believe JSON Schema has
already made the move to uri.
