[x3d-public] Mantis 1410: HAnimHumanoid skin definitions haveno way to assign textures

As far as reducing precision/increasing precision.  I'd like to stick with
similar precision.   Don indicated, IIRC, we should at least provide the
same or more precision, with more being desirable.

One argument I can see is we don't want the sized of the files ballooning.
