Environment lighting (just like any kind of lighting, actually) is not
part of any glTF spec. I believe I mentioned it numerous times :)

And, in X3D, we're not ready to put this in spec (which is also my
fault -- too little time). My progress is on
https://github.com/michaliskambi/x3d-tests/wiki/Image-Based-Lighting-(EnvironmentLight-node)
. The EnvironmentLight node I propose there is not yet finalized, no
browser (including my own CGE/view3dscene) has actually implemented it
fully so far, I would absolutely veto from including this in spec
(even *if* glTF included it in spec, but it doesn't). It will come,
but we need to work on it more :)

The glTF progress (KHR_lights_environment extension) is in
https://github.com/KhronosGroup/glTF/pull/1956 .

Regards,
Michalis

The International Standards Organization (ISO) and International Electrotechnical Commission (IEC) are the controlling authorities for Joint Technical Committee (JTC) 1 which is responsible for this formal standardization process.
