[x3d-public] new X3D-Edit 4.0 release, now testing plugin Update Center

New update to X3D-Edit has been released.

Have reconstituted our X3D-Edit Update Center on savage.nps.edu with
description online as follows.  Once you have Java JDK and X3D-Edit
installed, the autoupdate should work for all operating-system versions of
the installers.  Please configure your setup locally, we continue working to
simplify this whole process.
