[x3d-public] bindTime specification incomplete

Trying to add bindTime fields in x3dom, I checked the specification
and found that the field is almost never explained although it appears
in all bindable node signatures. Perhaps I missed something.

The only place I could find where there is an actual definition of how
the field operates is in

This section and the tooltips strongly suggest that it comes as a pair
with the isBound field which is covered in detail here:

If confirmed, this section may then be the appropriate place to add
language similar to what is provided for X3DViewpoint (unless bindTime
is purposefully left open to browser interpretation for all other
bindable nodes).
