In my experience, it's not what someone needs (accommodations), it's about
what stops people from participating (aka restrictions).

This, if you are restricted to a wheelchair, and there aren't stairs, then
a meeting place needs to be moved (accommodation), or Zoom to meeting is
also an option.

For many disabled, it's not about restrictions, it's about empowering
people to participate, beyond sending them to communication class or
Toastmasters.
