[x3d-public] X3D XML validation broken in X3DJSAIL

Even specifying local DTD/XSD in a properties file or command line argument
to org.web3d.x3d.jsail.CommandLine might be possible (but that should just
override the default).
Thanks. This would be easy to add to a batch program, instead of waiting
for updates to Holger's x3d-tidy and reconverting files.
