[x3d-public] GitHub issue tracker, JS accessor methods for X3DUOM

Please do not send GitHub postings to x3d-public. If it is used, it will 
generate a lot of traffic that not everyone wants to see. Many messages 
would be noise to people who cannot approve PRs or otherwise deal 
administratively with the repo. People can register their interests in 
issues individually or collectively. If you need a mailing list for 
archival purposes, a separate one can be created.
