[X3D-Ecosystem] Adding sites to skin

I am currently munging on a way to add sites to a hierarchy of joints and
watertight skin. I believe I have to keep an in memory copy of the
humanoid, possibly a DOM or JSON hierarchy. I currently have VRML, and I
want to maintain formatting and comments. This is where compiler
technology would come in handy. What language should I approach this
with? What library or tools should I use?
Will this achieve what I want, animating feature points with skin?
Note that apparently, sites should not be direct children of joints.
It does seem like displacers are a better solution than sites.
