John, thanks for thinking about this.
Annex L does not require or prohibit any specific capabilities, but rather provides guidelines for how things can work together.
HTML + JavaScript + CSS has a well-specified body of work describing capabilities and requirements.
Encouraging interoperability seems like the best path forward - hard to argue with good practices.
Whether further features in different browsers and codebases emerge is always possible - our maximizing regular, predictable content seems like the best path forward.
