  1.  I have no idea what this pull request is supposed to do.  Not finding a diff button.  What is it?
  2.  For X3D specification changes, we are typically not accepting pull requests. Instead we use x3d-public mailing list for discussion, and Mantis for distilled comments, and X3D meetings for confirmation if needed.  When Mantis reflects that consensus is achieved, spec editors Puk and Brutzman apply the changes.
  3.  Weekly minutes reflect these discussions and changes.
  4.  Member and public review eventually confirms all is well.
  5.  Web3D Consortium controls document up through SC24 acceptance of Committee Draft.
  6.  Again run by SC24, ISO member nations vote.

Process (step 2) for change recommendations remains the same.
