[x3d-public] announce: X3D-Edit 4.0 beta release

I couldn't load large files such as Astronaut.glb and XML produced by
view3dscene.  I know this is a standard dialog, and I used to have to edit
the netbeans.conf file.

I'm not sure how to do this from NetBeans on Windows 10.

I will try a smaller file.
